The following are selected quotes from many articles that I have collected.  They are written by two of my favorite staff writers of newspapers.

Article 1-Sunday, October 24, 2004 -
Decision Crucial to Foster Care  Last December, DCFS admitted for the first time in a series of Daily News stories that half of the children in the system had been unnecessarily taken from their families and placed in more dangerous environments because of financial incentives in state and federal laws.

Article 5.-February 16, 2004
Foster-kid cash lure may fade .  Governor Arnold Schwarzenegger has called for an overhaul of California’s foster-care system to end financial incentives that critics say encourage county officials and their contractors to make money off children in their care. The governor’s proposal comes after recent Daily News stories reporting that some officials’ estimate that as many as half the 75,000 children in the county’s foster-care and adoptive homes were needlessly placed in a system that is often more dangerous than the homes from which the children were taken. In a joint written statement, the state’s Little Hoover Commission has described the foster-care system as a “public calamity.”  “It’s scandalous that the California foster-care system has been reduced to a ‘kids for cash’ system driven by perverse financial incentives,” Pate said. “It’s contrary to common sense that children are removed from their parents for little or no reason 80 percent of the time and placed in a system where they are more likely to be abused, all to service this sacred-cash-cow foster-care system.”

Massachusetts News Article by By Nev Moore  A whole new industry was put into motion. If you have a basket of apples, and people start giving you $100 per apple, what are you going to do? Make sure that you have an unlimited supply of apples, right?  To accompany the new Act, the President requested, by executive memorandum, an initiative entitled Adoption 2002, to be implemented and managed by Health & Human Services. The initiative not only gives the cash adoption bonuses to the states, it also provides cash adoption subsidies to adoptive parents until the children turn eighteen.

Everybody makes money. If anyone really believes that these people are doing this out of the goodness of their hearts, then I’ve got some bad news for you.

The fact that this program is run by HHS, ordered from the very top, explains why the citizens who are victims of DSS get no response from their legislators. It explains why no one in the Administration cares about the abuse and fatalities of children in the “care” of DSS, and no one wants to hear about the broken arms, verbal abuse, or rapes. They are just business casualties

DSS Gets $100 Million/Year in Bonuses Mass. DSS receives over $100 million/year in bonuses from the federal government. None of that money goes to the general state treasury. It all goes directly to the bureaucrats at DSS.

Why am I including Troy Anderson and Nev Moore articles and quoting them?  I want you to see TRUTH being published—not what the agency  or your trainers are telling you, but FACTS.  Now go back to the beginning of this booklet and re-read the quote from the Declaration of Independence.  Do you think this is precisely what the creators of that wonderful document had in mind when they put that clause into it?

REMEMBER:  They do not have to PROVE anything. They only have to utter the word “DANGER.” There are more bonus’ available for adoption interruptions.  We have created a monster.  Agencies literally rake in billions of dollars each and every year by moving children around from one foster home, to another.

Some foster children have been moved eight or nine times. Wonder why foster children are placed in multiple homes in just a few years? This is a money- making business our government has created. Or, ever wonder why adoptions are being interrupted weeks or even days prior to their finalization?

I would like you to see and realize that It is not about the children anymore, as was originally intended. It is about the money they make from this humongous business enterprise.   Agencies have discovered a brand new commodity:

America’s Children Are at Risk 

Each and every branch of government has checks and balances in place to ensure that our persons in charge have someone to answer to. Someone to keep an eye on them, and keep them as honest as possible.  Why are there no such checks and balances for CPS?

I was sitting in the viewing balcony when I witnessed Arizona Legislator Ray Barnes stand up and say:  “We asked for a report on why D.E.S. needed an additional appropriation of $27 million to get them out of the red.”

He went on to say: “I think it is about time you were made accountable to someone. You are accountable to us.  If we do not have an explanation of how you got yourself into this mess, then we say NO MORE MONEY until we have the explanation in-hand.”

I applauded this gutsy Arizona Legislator for having the courage to stand up to this powerful enemy of We The People.  It is time for this entity to be held accountable by We The People.  If you agree, then write to your Congressman, Legislators, Senators and let them know how you feel about this out-of-control entity.

Remember the quote we started booklet with?  Read it again. While reading it, keep in mind the things that you have discovered about this government entity called CPS.“

That whenever any Form of Government:  “... becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness...”

But, when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security!
